This is your opportunity to become a VSA Volunteer to share your experience, skills and knowledge to serve and build capacity in Timor-Leste. Work alongside our local partner organisation to plan and create a brighter future for all.
We are looking for an experienced MERL professional or someone with the right level of transferrable skills, who understands and shares the spirit of volunteering, with a keen interest in building capability in the Pacific (while embracing a new cultural experience).
The length of this assignment in Timor-Leste will be 12 months.
VSA will support you by funding and organizing your flights, visas, insurances, accommodation, living allowance and utilities while you are on assignment.

Our Partner Organization - Engineers Without Borders (EWB) Timor-Leste
EWB Australia has been working in Timor-Leste since 2009, developing technological solutions to social, economic and environmental challenges
facing the Timorese people.
EWB is a non-profit organization that collaborates with various entities, including community groups, social enterprises, public companies, government institutions and other non-profit organizations to achieve its mission of providing equitable access to sustainable technologies and infrastructure.
The organization's purpose is to provide equitable access to sustainable technologies that augment the resilience and livelihoods of communities.
The Assignment
This assignment is a partnership assignment between VSA and Engineers Without Borders (EWB).
You'll immerse yourself in the vibrant culture of Timor-Leste and work alongside the EWS team to help them achieve their goal of enhancing their processes, especially for monitoring and evaluation (M&E) which is crucial for effective decision-making and project support.
In this role, the volunteer will assist Engineers Without Borders (EWB) in
Timor-Leste with developing and implementing a comprehensive monitoring, evaluation, research, and learning (MERL) framework.
The Country – Timor-Leste
There are 1,225,000 people living in Timor-Leste (formerly known as East Timor). Timor-Leste is one of the world's newest nations and the newest in Southeast Asia with history of colonisation and occupation.
Timor-Leste became independent in 2002, after it suffered a violent history through decades of struggle for independence from Indonesia. As a young nation, Timor-Leste is moving from a post-conflict fragile state to quickly transition as a developing resilient nation.

- Data management expertise
- Strong analytical skills for monitoring and evaluation
- Proficiency in developing data collection tools and systems
- Strong reporting and data presentation skills to clearly communicate findings and progress
- Training and capacity building for local staff or Experience in training and building capacity
- At least 3-years’ experience monitoring, evaluating and reporting
