Location: Nuku’alofa, Tonga
Since 2003 HR management functions have been held by the Office of the Public Service Commission (OPSC) in Tonga. OPSC, in its efforts to improve efficiency and effectiveness in the public service, is now in a position to delegate some or all of its HR functions and responsibilities to each Government Ministry, allowing OPSC to focus on a more strategic function. The Human Resources Delegation Framework is the means by which OPSC will carry out its delegation programme.
In this assignment you will work alongside the CEO and Deputy Secretary for Human Resources, as well as Ministry HR managers to ensure a successful transition. You will assist with the final development of the Delegation Framework, and also provide advice on delegation piloting as well as a review of the pilot programme.
On a day-to-day basis you will be mentoring and supporting staff with new processes within the Framework, leading training sessions and providing assistance to ministries engaged in the pilot programme.
We are looking for a volunteer with:
- Strong HR Advisory change management experience
- Experience reviewing, developing and implementing HR frameworks, processes and procedures
- Experience in staff development including mentoring and delivering training sessions
- Familiarity with monitoring and evaluation processes
