Our Partner Organisation - Edukasaun Multilinge (EMULI)
The EMULI program commenced in 2012 as a pilot project of the Timor-Leste National Commission for UNESCO and the Ministry of Education. The goal of the program is to remove barriers to education and quality learning for school communities in Timor-Leste.
The program has been implemented through Training of trainers, Training of teachers, Curriculum support materials in the languages of Galolen (Manatuto), Baikeno (Oecusse-RAEOA) and Fataluku (Lautem), Pre-test and post-test (using Curriculum-based Assessment (CBA) instruments), and classroom observations and Pedagogy support.
The Assignment
This assignment is a partnership assignment between VSA and Edukasaun Multilinge (EMULI). In this assignment, a VSA volunteer will provide support
to the Timor-Leste National Commission and the Ministry of Education as there is a need to enhance the education sector because it is the foundation for a person's lifelong learning journey.
The directorate General for Policy, Planning, Inclusion and Technology of the Ministry of Education continues to strength its commitment to boost the capabilities of educators and staff.
To achieve this goal, they are requiring a VSA Volunteer that is experienced as a Multilingual Education Organization Development Mentor to provide teamwork training, organizational development, program planning and teacher training.
The Volunteer
Are you someone who wants to make a difference, have a sense of adventure and like the challenge of being outside your comfort zone? VSA Volunteers are technical experts who impart their skills and knowledge to the local community. You will need to be flexible, adaptable, resourceful, resilient with a passion for Aotearoa and the wider Pacific community.
We're looking for a volunteer with the following:
There are 1,225,000 people living in Timor-Leste (formerly known as East Timor). Timor-Leste is one of the world's newest nations and the newest in Southeast Asia with history of colonisation and occupation. Timor-Leste became independent in 2002 after three years under the United Nations Interim Administration for East Timor (UNTAET).

- 5-7 years working experience in leading or managing program.
- Experience in Program Management, preferably managing any education program.
- Excellent written communication skills in English.
- ICT skills
- Experience in proposal writing
- Experience in conducting workshop or deliver training
- Bachelor’s degree in education or in International Development

We are looking for a volunteer with:
- Full time 12-month volunteer assignment in Timor-Leste
- Flights, accommodation and living expenses funded by VSA
- Contribute to teaching development in Timor-Leste
VSA covers flights, accommodation, insurance and some expenses. A living allowance is also provided.
