The Office of the Public Service Commissioner (OPSC) in the Cook Islands promotes and implements policies and practices that support good governance across the Cook Islands public sector. The Public Service Commissioner’s authority extends to 14 Heads of Ministries and employees, and the OPSC supports him in delivering his mandated functions under the Public Service Act 2009. These functions include providing policy advice to Ministers, human resource management of the Public Service, supporting training and career development of Public servants, and establishing operational policies and standards, among many others.

The Assignment

This is a 12 month assignment based in the Cook Islands. There is a number of HR policies needing urgent review within the Government in light of a changing environment, including the effects of COVID-19 for the Ministries and their staff.  The OPSC is seeking the support of a HR Policy Adviser to assist in the review, development and implementation of robust HR policies and practices, and promote transparency and accountability in the way the OPSC operates. The HR Policy Adviser will work closely with OPSC staff to build their capacity in reviewing and implementing clear HR policies and procedures that will effectively support the Government’s operations.
  
The Volunteer

We're looking for a volunteer with 
  • Proven senior level experience across broad spectrum HR practices related to performance, remuneration, and recruitment;
  • Knowledge in the development of sound HR policies, processes, and procedures; and
  • Experience in training the trainer/and or mentoring other HR professionals.
