The Organisation
The Republic of Vanuatu is composed of six provinces: Malampa, Penama, Sanma, Shefa, Tafea and Torba.  Each province is administered by a provincial council, overseen by the Department of Local Authorities within the Ministry of Home Affairs.

The Tafea Provincial Council is responsible for regional autonomy of the southernmost region of the country. The Council promotes regional autonomy within their jurisdiction and regularly consults with tribal chiefs on customary laws and traditional issues. They are also responsible for pre-school and primary education, primary healthcare, regional planning, roads, refuse collection and disposal, parks and tourism. 

The Assignment
The Council is seeking to improve information sharing within the organisation.  They have partnered with VSA to find a volunteer to help them develop a software platform that is compatible, reliable and easy to use for a variety of business purposes.  Assignment responsibilities will include:
  • Developing information systems which capture relevant data and can provide accurate information to the Council and its stakeholders;
  • Designing and installing the database; and
  • Providing ongoing guidance and advice regarding the use of the final product. 
The Volunteer
We are looking for a volunteer with:
  • Experience in software and custom database development, including on SQL;
  • Experience in designing and maintaining websites;
  • An ability to train stakeholders, and communicate complex information to non-specialists; and
  • Exceptional analytical skills.
